How can one remove/eliminate bubble fragmentation within the tablespace? The TBS is locally managed. but the prvs DBA had set the auto extend on to 8k at a time.

Move all the resident object out of this tablespace to eliminate "fragmentation".
But WHY do you care about "fragmenation"?
You should have other more pressing, meaningful, & relevant issues to deal with; rather than wasting your time worrying unnecessarily about fragmenation.

I totally agree with you. But the so called "HIGHER MANAGEMENT" is somehow worried because I said there is some amount of fragmentation in the database and these guys are stuck to it saying, how can we reduce that now?

I would appreciate any inputs in this front!

YOu need not to worry about fragmentation with LMT.
you can manually defragment it with alter tablespace coalesce...
but as Ana rightly said,,

Tell them you have to export, drop the objects, reimport them, regrant all privileges, and this will take time and nobody can work during it and it is risky.
